We are having a small wedding in Norfolk, Virginia on March 17, 2012 and I want my reception to be small, inexpensive, and I do all my decorations/catering. Help please. I'm running out of time

I would say check out some of the neighborhood or apartment clubhouses where friends and family live. Maybe even a rec center. If you know anybody that belongs to a VFW post they have nice cheap halls sometimes. Try craigslist for up and coming cake designers, DJs, etc. The dollar tree normally has nice favors you can put together. If you haven't already done so you can desing you invitations on PowerPoint, paint, etc, buy a cheap back of paper from Walmart and have junkie print them. Or find a DIY pack of invitations on sale. Craiglist normally has all types of wedding items for sale at a fraction of the cost. Hope that helps.
