VFW's, WMCA/WYCA's, any lodges or Knights of Columbus are usually the best places to start looking for a party space. They are usually clean, have tables and chairs, a coat room and a stage for entertainment/dj. They usually ask for a donation. You will have to do everything yourself - i.e., buy and cook your own food, or cater part of it, set up sternos to keep the food warm, buy your own beer, wine and soda (or set up a table as a bar area and hire a bartender who would be glad to serve your guests for usually around $150-200 for 4 hours). You also need to determine the following:
* date and time (usually a Sunday is a cheaper time to rent or have an event at a venue)
* theme and colors
*# of guests (you have to make sure you have enough seating)
For elegant settings, I would use lighter colors, like pinks and blues and light greens and lavenders with a mix of colored and cream flowers, cream table cloths. If you have a theme like "hearts and butterflies" or "disco", you should have some decor for that party atmosphere. For sweet 16's, you can have a "Sweet 16 Diva-licious" theme and enter your reception with your best pals dressed in sequins, feather boas and masks, the guys could wear top hats and funky neon sunglasses and dance to Lady Gaga or Beyonce.
