Gymnastic center or Children's museum. They have hands on activities for a range of ages and space to serve food not to mention fairly reasonably priced.

Depends what kind of theme you're looking for, you can have it in a culture center or in a park outdoors if it's a spring/summer event.

If you are planning a small party, have it at home. Your child will be most comfortable there. Also, anything you need for your child will be handy.
